Checkmk Werk 10780: Forecast of fixed values

ID: 10780 Title: Forecast of fixed values Component: metrics Level: 1 Class: Bug fix Version: 1.7.0i1 If user tries to forecast a fixed value metric(Metric does not change in time), the forecast engine will endlessly try to optimize without noticing improvement. This fix recognizes fixed value and returns also static forecast without error margin.
