11207 Separate service for ESX snapshot summaries
Requesting a VM snapshot summary for the vCenter or each ESX host would lead
to multiply reported VM snapshots if the respective VM had been configured
as host in Checkmk, too.
This change moves the summary information to a new service called
"ESX Snapshot Summary"

Resize the mega menu correctly if the last element is hidden
The mega menu is now resized correctly when the last
element is hidden. This is e.g. the case when the last
topic is advanced but only the basic mode is enabled.

Use flex-grow on a sentinel
The flex-grow value of 1000 is now used on a separate
sentinel div. This is necessary since "display: none"
may be set on the last-child so that its flex-grow
value is not respected.

11343 ServiceNow: Make rule more flexible
The enterprise notification plugin "ServiceNow" has a new rule option for setting the incident state in case of an incoming recovery.
Furthermore all rules for changing the incident state can be configured by using an Integer as state. This can be useful in case the default mapping was changed by the user in ServiceNow and does not fit anymore the mapping definied in checkmk.

[CMK-5316] - use FetcherHeader protocol instead of Base64 to transfer binary data from fetcher to the checker
- introduce the protocol as internal fetcher-checker protocol to avoid any link to microcore as it was intended form the very beginning
- remove base64 support
- verify support of existing microcore
- add base unit test just to have guarantee integrity
Verified with live site.
SNMP as special case requires unit testing too and may require changes and improvements. Will be fixed with next commit
