  CMK-3926: Add support for Python3-Plugins to Agent Bakery

- For every Python-Plugin, there is now an additional .py2 version
  that is planned to act as legacy plugin, starting with shebang
  #!/usr/bin/env python

- The original plugins are planned to be migrated to python3.
  I.e. their shebang should be adapted to #!/usr/bin/env python3 after
  migration.

- The agent bakery automatically chooses the right file and shebang
  according to the configured rule "python_scripts"

- For now, the configuration for the "python_scripts" rule is
  hardcoded to "python2.5" - Choosing the new .py2 file to be
  deployed.
