Add SimpleLevels helper
To unify how levels are set the best practice should be to use the
`Levels` and `SimpleLevels` helper. Always allowing a user to configure predictive when
using the `Levels` helper is problematic.
1. Checkplugins written in the new api do not automatically support
predictive levels.
2. The Predictive configs shown for metrics using percent as unit is
difficult to understand.
SimpleLevels allows configuration without predictive levels.
If your check plugin supports predictive checks use the Levels valuespec.
