This lead to flaky test behavior. test_simple_rbn did already use the global toggles STOP_EXECUTING_HOST_CHECKS and STOP_EXECUTING_SVC_CHECKS which is now used by both. * In addition both test modules also disable the flap detection using the command DISABLE_FLAP_DETECTION to prevent it from influencing the test outcome. * Cleaned up typing and separated setup code a bit along the way.
