This behaviour was previously also reflected in the Cluster Collector service, where processing was considered successful even though no data was processed. With this werk, this will be changed and the service will make a clear distinction when no data has been received from the cluster collector endpoint Change-Id: Icf1e276b4a16e835544993987d1fc39e39ae417a
