One reason for this is that the "make dist" dependencies take to long. One longer taking part is the compilation of protoc. This commit makes use of the already existing package cache, reducing the startup time by multiple minutes. Consolidate some Makefile variable names to be consistent with other dependencies. This does not work for the 3to2ed agent plugin files, but may be improved in the future.
