This could lead to painful debugging because follow up code relying on something was failing with a follow-up traceback, leaving the developer with unrelated error situations. We now suppress exceptions more selectively to make sure we fail early on other ModuleNotFoundErrors. Change-Id: I9f4631198097054557ee57c6bcef88328d26dc6a
