piggyback: consolidate abandonded cases
The difference between these to cases is not
very clear from the messages anyway.
But even if it was: If we want to monitor whether
a given source host is sending piggyback data
*at all*, we should do that on the source host,
(e.g. by a dedicated service) not on the target
host(s).

piggyback: compute some meta infos earlier
This avoids one required race condition handling
when computing the files age.

piggyback: simplify error handling
The case of a missing file is a simple race condition,
that can be ignored.
All other cases are sufficiently unexpected to cause
the fetcher to fail.
Note that the race condition would only have been reported
by the _summarizer_, meaning that the fetcher actually did
_not_ observe the same.
