While this works in productive environments, it fails in a docker container, as the container does uses a different init process. We now reload apache instead, this can be done by `omd` without systemctl. This specifically affects our development containers, which use docker-init. We now show that the restart is skipped. With a higher log level the status command and it's exit code are shown.
