Add custom formatter for microseconds, milliseconds, nanoseconds und seconds.
This spares us printing .count() and prevent errors when adding a suffix.
Change-Id: I7e291732a4425c278bd0433c94ed3bae26368052
fmt::format("{}", std::chrono::milliseconds{15}) gives now always
"23ms".

[CMK-6750][SUP-4999] - kill cmk-update-agent.exe on fail, always
This CL prevents creating of hundreds cmk-update-agent.exe if for some reason
cmk-updat-agent.exe hangs.
Previously Windows agent didn't kill updater in the hope, that this pap works always
correctly.
Still, in some rare cases updater may hang up and Windows agent, finding that cache data
are obsolete, will start every two minutes(normal timeout value) new updater which leads
to instability of OS.
Also fixed extreme rare error "updater data are ignored because last data block has
no data"
