Reduce code for --setup-environment, part 1
This flag and its related code exist just to iron out some
special cases for our CI, so it shouldn't be within the
packages at all. Instead, special cases should be handled
at the places where these special cases are introduced, i.e.
our CI.
In the case at hand, RUSTUP_HOME should point to the
non-standard location /opt/rust/rustup in our CI, but this
is already always the case.
