Added versionspecific Shebang to python plugins
The .py plugins now have "#!/usr/bin/env python3" as Shebang and
the _2.py plugins get "#!/usr/bin/env python2" when they are created.
Also the agent/plugins are excluded from being tested with mypy/pylint.
This is just temporary and needs to be changed soon.
