Backport CSE testing improvements to 2.3
This backports a bunch of changes that were done in the CSE testing in
master. All the commits are squased to make reverting easier in case
there are problems.

fix update tests for cse
- cse only updates in non interactive mode
- cse test always overwrite config. Do not care what was there before
you. Only the tests matter

Fix cse integration tests
The CSE site needed some config files in order to be created

Improve CSE docker tests
The CSE docker tests were not creating some configuration files tha
the SaaS edition was expecting to have.
This is because K8s is generating them in the SaaS environment.
This commit creates these files in the testing environment as well.
