[CMK-7171] - rework the whole python build procedure
Parametrization of the build:
- switch to omd/packages/Python3/python-X.Y.Z.tar.xz as requested by SP
- parametrize build using version and subversion allowing to build multiple versions
- replace template files pyenv*.cfg with code as a part of parametrization process
Python 3.4.4:
- add msi for Python 3.4.4 to support out of support Windows OS
- add new target to makefile to build Python 3.4.4
- add custom build for Python 3.4.4 to makefile
Minor changes
- update documentation
- clean scripts
- clean makefile
- replace rem with ::
- fix scripts' headers
