It will return an instance of the ValueStore class. It is a mutable mapping, which means you can use it like a dictionary. Every service (i.e. plugin name / item combination) will get its own instance, and the values in it will be preserved across checking cycles. You do not need to encode check plugin name or item in the used key for your state.
