This was needed in old Checkmk versions because any variables defined e.g. in ~/etc/check_mk/main.mk were validated when cmk_base.config.load was executed. This validation was made optional with the functions cmk_base.config.all_checks_loaded and cmk_base.config.any_checks_loaded in previous commits so that this limitation no longer applies.
