[checkmk-commits] Fix checked mypy targets and annotations, remove yapf target from tests/ static

Add and correct annotations so that "make test-mypy" now finishes without errors for files with existing annotations. Many anntotations in the checked files are still missing or too broad. Remove the obsolete yapf target from tests/static/Makefile since it is now in the top-level Makefile.
