12659 Improved performance when querying lots of data
The data serialisation/deserialisation has been improved within livestatus and the liveproxyd.
The performance improvement should be noticeable in views with a lot of data, e.g availability and the logfile history.
Tests have shown that 70MB data is now transfered three times faster.

12984 FIX Oracle RMAN Backup Monitoring in Dataguard Environments with Archivelog on Standby Side
In Oracle Dataguard environments where the archivelog only activated
on the standby side, the services of the check plugin <tt>oracle_rman</tt>,
which monitors the status of RMAN backups, were never discovered because
the corresponding data was missing from the output of the Oracle agent plugin.
This has been fixed on Linux, Solaris and AIX for Oracle 12.2+. Note that
you need to re-deploy the Oracle agent plugin on affected hosts.

12175 FIX Postpone notifications for passively checked objects, too.
Even when a host is down, we can still receive check results for passive
checks on that host, e.g. via the piggyback mechanism. Any notifications
resulting from these check results should be postponed in the normal way,
too.

GUI config: Unglobalize parts of config loading
This is the first step on the way to unglobalize the config
handling of the GUI.
With this step applying of the default config, reading the config
files and applying their values is moved to a local `raw_config`
dictionary.
At the end, this `raw_config` dictionary is still applied to the globals
for compatibility. Once the rest of the code is refactored, this will
be dropped.

Simplify + unglobalize default setting loading
The default settings for legacy plugins were previously first loaded
into the module global scope, then the changed variables of the global
scope were observed to catch the variables that have been added to the
global scope. Then the variables were added to the module global
`default_config` which was then used to initialize the global scope
later before config loading. Somehow crazy...
Now everything is done straight forward.
