Even more bytes vs. str fixes.
Our totally untyped "everything is an exec'd or literal_eval'd dict of
unknown content" is *really* killing productivity. You save 10min of
writing (de-)serialization code and waste lots of hours later... :-/
Furthermore, our own Popen emulation must die as soon as possible, it hides
lots of bugs from mypy's eyes.

10906 Extend UCD SNMP scan function
The UCD SNMP scan function got extended to detect devices without system description OID.
This change allows to detect devices like Dell EMC ECS systems.
For these special devices make sure to set the rule "Hosts without system description OID".
However this should normally be avoided if possible.

Attempt to fix integration test for mkbackup.
The OpenSSL package documentation (including the relevant docstring) is
lying about the type of the digest name: It claims that it should be bytes,
but the code seems to require str, both for Python 2 and 3.
Once again a great example of a well-known fact: Handwritten documentation
is incorrect and/or outdated basically all the time... :-P

Improve exection time of new config_sync unit tests
The tests tried to get the site status (which would involve livestatus communication).
Testing this is not in the scope of these tests. For this reason we fake all sites to be online

Another test execution time boost
This was another situation where livestatus was used to gather some
information about the Event Console rule hint statistics. Disable
this during the tests for now.

11091 FIX AWS monitoring: adjustments to werk #10962 and bugfixes
This werk adjusts the output several checks for AWS
services. With werk #10962, the output of these checks
changed from sums over some time period to actual rates,
which can be interpreted by the user. This werk adjusts
the output units and metrics of these checks accordingly:
- aws_elb
- aws_elbv2_application.connections
- aws_elbv2_application.http_redirects
- aws_elbv2_application.statistics
- aws_elbv2_network.connections
- aws_elbv2_network.rst_packets
- aws_elbv2_network.statistics
- aws_elbv2_network.tls_handshakes
- aws_s3_requests.select_object
- aws_s3_requests.traffic_stats
Furthermore, for the following checks, the agent output has
been adjusted to be in line with what the user expects (e.g.
averages instead of sums for latencies, also partially connected
to werk #10962).
- aws_elbv2_application
- aws_elbv2_network
- aws_s3_requests.latency
Finally, a few bugs, such as integer instead of floating output,
have been fixed. Where necessary, rules and manpages have also been
updated.
