tidy refactoring
- configured embedded tidy from Microsoft
- fixed few smaller things
- .clang_tidy added to the engine
- prototype command line clang-tidy added ct.cmd
- msb.ps1 extended with make support(useless, because it is impossible to run pyinstaller
concurrently)
